As a Technical Manager, you will play a key role in the secure and reliable operation of central and distributed digital information systems. You will be responsible for the day-to-day operational management, monitoring, deployment, and support of IT systems, with a particular focus on middleware platforms and technologies.
You will work in a highly regulated, mission-critical environment, ensuring business continuity, compliance with service level agreements (SLAs), and alignment with ITIL and ISO standards. You will collaborate closely with other technical teams, service providers, and stakeholders across the European Commission ecosystem.
Key Responsibilities
- Operation & Monitoring
- Operate, monitor, and maintain middleware platforms (e.g., application servers, integration layers, messaging systems) and related IT systems in production, conformance, and test environments.
- Ensure high availability, performance, and security of middleware components and services.
- Implement and manage proactive and predictive monitoring, event management, and alerting for middleware and system health.
- Respond to incidents, perform root cause analysis, and coordinate resolution with other teams and vendors.
- Deployment & Configuration
- Deploy, configure, and upgrade middleware components and applications, following change management and release management processes.
- Automate deployment and configuration tasks using Infrastructure as Code (IaC) and CI/CD pipelines where applicable.
- Maintain and document system configurations, integrations, and dependencies in the Configuration Management Database (CMDB).
- Middleware Management
- Administer and optimize middleware solutions (e.g., IBM WebSphere, Oracle WebLogic, Apache Kafka, MQ, Tuxedo, etc.).
- Manage middleware security, including access control, certificate management, and compliance with security baselines.
- Support integration with databases, application servers, and external systems.
- Service Continuity & Compliance
- Participate in disaster recovery planning, backup, and restoration procedures for middleware and related systems.
- Ensure compliance with operational level agreements (OLAs), security policies, and data protection regulations.
- Contribute to audits, quality reviews, and continuous service improvement initiatives.
- Collaboration & Documentation
- Work closely with development, infrastructure, and security teams to support DevSecOps and digital transformation initiatives.
- Maintain up-to-date operational manuals, deployment guides, and knowledge base articles.
- Provide technical support and training to other team members and stakeholders as needed.
Required Skills & Qualifications
- University degree in Computer Science, Information Technology, or related field (or equivalent professional experience).
- Minimum 5 years of experience in IT operations, with at least 3 years in middleware administration and support.
- Hands-on experience with at least one major middleware platform (e.g., WebLogic, WebSphere, Kafka, MQ, Tuxedo, Tomcat, JBoss, etc.).
- Strong knowledge of Linux/Unix system administration, scripting (Bash, Python), and automation tools (Ansible, Terraform, Jenkins).
- Experience with monitoring tools (e.g., Dynatrace, Tivoli, Prometheus, Grafana, ELK stack).
- Familiarity with ITIL processes (incident, problem, change, configuration, and release management).
- Excellent troubleshooting, analytical, and communication skills.
- Ability to work in a multicultural, distributed team and handle on-call or shift work as required.
Desirable Skills
- Experience with cloud platforms (AWS, Azure, or similar) and containerization (Docker, Kubernetes).
- Knowledge of database administration (Oracle, PostgreSQL, MySQL).
