Role Overview

 

We are looking for an International Mobility Specialist to manage and coordinate employee mobility and cross-border workforce movements for Bull SAS worldwide.

The role covers EU posted worker arrangements, international assignments, short-term assignments, business travel compliance, and other cross-border employment activities. You will act as a key subject matter expert, operating at both strategic and operational levels, while ensuring compliant, efficient, and employee-focused mobility solutions.

The position combines regulatory knowledge, operational execution, stakeholder management, and employee support, with strong focus on compliance, data accuracy, and continuous improvement of global mobility frameworks.

 

Key Responsibilities:

 

EU Posted Workers & Cross-Border Mobility Management
Manage end-to-end posted worker processes for employees temporarily assigned to EU countries, ensuring compliance with host-country requirements. Assess posting scenarios and determine applicable compliance needs, including local employment conditions, minimum remuneration, working time rules, social security, documentation, and notification obligations.

Coordinate posted worker notifications/declarations with relevant authorities and manage A1 certificate processes to ensure appropriate social security coverage for posted employees.

Work closely with payroll teams to ensure correct implementation of host-country remuneration requirements, allowances, assignment-related payments, payroll reporting obligations, and shadow payroll requirements where applicable.

Maintain accurate records of posted workers, assignment details, compliance documentation, and audit trails.

 

Global Mobility Management
Manage and execute end-to-end global mobility processes, ensuring compliance with legal, regulatory, and company policy requirements.

Support assignment lifecycle activities, including collecting information from stakeholders, updating mobility databases such as AssignmentPro/APRO, preparing assignment cost estimates, supporting mobility-related cost projections, preparing assignment documentation, and ensuring data integrity and confidentiality of sensitive employee information.

Follow up with stakeholders to ensure timely completion of all activities and support reporting and analytics.

 

Policy Design and Implementation
Design and maintain global mobility policies, ensuring compliance with legal, labour, and tax requirements, while supporting practical and efficient execution.

Monitor regulatory changes and proactively adjust policies and processes accordingly. Communicate policies clearly to employees, ensuring understanding of benefits, allowances, and expectations during international assignments.

 

Vendor Coordination
Collaborate with external vendors, including immigration consultants, relocation agencies, tax consultants, and legal advisors, to ensure smooth international mobility processes.

Monitor vendor performance, service quality, costs, and continuous improvement opportunities.

 

Employee Support
Act as a point of contact for employees undergoing international assignments, providing guidance on immigration, relocation logistics, and assignment-related topics.

Support employees and their families throughout the assignment lifecycle, including timely insurance enrolment where applicable.

 

Cross-functional Collaboration
Work closely with HR Business Partners, Workforce Management, Talent Acquisition, Finance, Payroll, Legal, and other stakeholders to ensure a coordinated approach to international mobility aligned with organizational goals.

 

Risk Management
Identify potential risks related to international mobility and implement mitigation strategies. Escalate issues to management in a timely manner when needed.

 

Requirements:

  • Bachelor’s degree with 3–5 years of experience in International / Global Mobility
  • Hands-on experience with EU Posted Workers Directive compliance, including posting notifications, A1 certificates, social security coordination, and host-country employment requirements
  • Experience managing end-to-end international assignments and mobility processes
  • Good understanding of mobility tools and systems, ideally AssignmentPro/APRO
  • Experience working with external vendors, including immigration, relocation, tax, and legal providers
  • Good command of English and French, both written and spoken
