Job Title: Head of NG911 Call-Handling Software Architecture (GEMMA) --- Job Summary: The Head of NG911 Call-Handling Software Architecture is responsible for leading the end-to-end architectural strategy, design, and technical vision of the NG911 call-handling platform (e.g., GEMMA). This role ensures that the platform meets industry standards for performance, scalability, security, and reliability while enabling seamless integration with emergency communication systems and future public safety technologies. You will work closely with cross-functional teams—including product management, engineering, operations, and government stakeholders—to drive innovation in mission-critical software supporting next-generation 911 (NG911) services. --- Key Responsibilities: Architecture & Technical Leadership Define and maintain the architectural blueprint for the NG911 call-handling platform, ensuring alignment with NENA i3 standards, NG911 interoperability requirements, and regulatory frameworks. Guide design decisions related to system scalability, fault tolerance, real-time communications, geospatial routing, and cybersecurity. Evaluate and implement emerging technologies to advance platform capabilities (e.g., cloud-native services, AI/ML for dispatch support, advanced GIS integration). Strategic Planning & Innovation Lead long-term technical planning and establish architectural roadmaps that align with the organization’s goals and NG911 evolution. Collaborate with product and program leadership to assess feasibility, cost, and architectural implications of new features or integrations. Identify and mitigate architectural risks early in the development lifecycle. Cross-Functional Collaboration Work closely with engineering teams to ensure architectural designs are implemented effectively and efficiently. Coordinate with public safety agencies, telecom providers, and government partners to ensure compliance with NG911 mandates and standards. Serve as a subject matter expert (SME) for NG911 call-handling software in internal and external forums. Governance & Standards Establish and enforce software architecture best practices, design patterns, and coding standards. Ensure systems comply with SLAs, data privacy laws (e.g., CJIS), and cybersecurity best practices (e.g., NIST 800-53). Drive design reviews and technical audits to ensure architectural integrity. --- Qualifications: Required: Bachelor’s or Master’s degree in Computer Science, Software Engineering, or related field. 10+ years of experience in software architecture or engineering, with at least 3 years in a leadership role. Proven experience with large-scale, real-time, mission-critical systems—preferably in public safety, telecom, or defense sectors. Strong understanding of NG911 standards (e.g., NENA i3), SIP/RTP protocols, CAD systems, and geospatial data systems (GIS). Expertise in distributed systems, microservices architecture, and secure cloud deployments (AWS, Azure, or hybrid). Preferred: Experience with Emergency Services IP Networks (ESInets) and PSAP systems. Familiarity with federal and state-level NG911 initiatives. Certifications in architecture frameworks (e.g., TOGAF) or cloud architecture. --- Key Competencies: Strategic and systems thinking Strong communication and stakeholder engagement skills Leadership in high-stakes, regulatory-driven environments Ability to manage technical complexity with clarity and confidence
