A Program Director is the most senior accountable owner of the project and program delivery, recovery, and sale.  The Program Director is responsible for managing one or more projects/programs, within the framework of the objectives set and ensuring compliance with cost, time, and quality requirements. The program director anticipates the impacts of transformations and provides support for change. Within Account Management, the Program Director or Project Director is under the responsibility of the "Contract Manager (CM)". He / She takes into account the entire life cycle of projects & Customer programs. In its most complex form and for our major accounts, the Program Director will have under his responsibility of other Project Managers for the orchestration of complex programs.


The Program Director leads the team of project managers assigned to the contract and supervises the work and progress reports. It is part of the “Program” process area of Atos which gives it access to the methodology, expertise, tools, and knowledge bases of the entire Atos Group.


He/she combines a track record of contractual and commercial successes, combined with a technical astuteness that enables him or her to support turnarounds, maintenance of timelines, and fulfillment of contractual obligations.  He / She develops and implements sustainable resourcing, risk management, and escalation strategies, selecting the appropriate guidelines and policies with the purpose of Implementing compliance with internal and external regulations and governance, as well as directing that all strategies are realistic, appropriate and optimum for supporting the desired outcomes.


He/she works with the Account Executive to properly influence and create deliverable programs that will meet the target cost, timescale, and scope. Additionally, the Program Director serves as the face of her/his programs to the external stakeholders.  As such, s/he attends customer forums in an effort to build and maintain positive relationships.



The main activities are:


  • Supervise the design and implementation of projects & programs.
  • Ensure the management of several projects (cost control, respect of deadlines, quality management, and risks).
  • Arbitrate resource allocations between different projects.
  • Advice and assist project managers.
  • Deploy the quality approach on projects & programs (procedures, training, etc.)
  • Understand, collect and analyze the needs of our customers.
  • Negotiate and draft contractual documents.
  • Participate in pre-sales of outsourcing contracts.
  • Participate in the creation and development of new service offerings and their promotion.
  • Participate in the recruitment of project & program teams. 



In addition:


Support, Manage and deliver against Commercial and Contractual Requirements


This role within Atos’ Agile Infrastructure/Application Transition & Transformation includes, but is not limited to, leadership, demonstratable capability, development of interaction best-practices, drive accountability and challenge business and technical program team members, be able to effectively communicate with business and technical staff, and conduct program governance in a multicultural environment with sometimes large numbers of internal and external stakeholders. Implement directions on the Scope of contract, with Deliverables per workstream defined and in line with contractually agreed Deliverables and Timelines. 


Manage Customer Programs/Projects Delivery

Using action registers, priority lists, contract summaries, the responsibility rests to deliver scope for all facets of deliverables through the life cycle from a pre-contract phase, sourcing, onboarding, requirements, and specification creation through the build, validation, and launch phases of the program. Accountable for all phases of Atos Programs from inception through production launch including strategic planning, program budgeting, and control, process and project improvements, and standardization were suitable as well as synchronization of the Atos and Third-party milestones. This includes planning and driving all aspects of technical program governance, communication plans, escalation procedures, program cost/budget management, program level inter-dependencies management between stakeholders.


  • Using appropriate support and own knowledge and experience, constantly challenge, in a positive and constructive manner, business or technical solutions, methodologies, procedures, and ways of thinking with business and technical team members to drive improvements in speed, cost, and quality of solutions
  • Implement program standards and drive delivery and adoption through coaching, mentoring, demonstration, training, including work procedures, quality objectives, best practices, lessons learned, and metrics for assessing progress
  • Adapts existing solutions for new problems, making realistic decisions about the best solution to pursue. Produces unique or imaginative responses to a problem, demonstrating an ability to apply creativity. Discusses different aspects of the problems to bring structure in complex situations.
  • Management of change requests: Evaluate the impact of requests and propose answers or adequate solutions in line with technological and financial practices.
  • Coordination: Participate in the organization and coordination of all work (hardware, software, network, organization... test planning, transfer to production)
  • Communication and management: Ensure communication with the various actors of the project/program by adapting the discourse to the audiences. The DP must know how to manage the collaborators involved in the projects; he/she must show leadership to know how to energize his teams. He must also have the entrepreneurial spirit to promote his vision to internal and external decision-makers.
  • Program risk management:
    • Map technical and functional risks and estimate their criticality
    • Manage project risks (qualitative, budgetary, contractual, and planning)
    • Ensure the level of risk coverage of a project/program (action plans, etc.)
    • Manage a crisis
  • Solving complex problems by knowing how to analyze a situation in a complex environment, then develop and roll out an action plan.



Manage Program/Project Financials

Fiscally responsible for program budgets and spending with the accountability for successful quality product program launches, on time, within budget to deliver an improved revenue, margin, and profitability.

  • Govern programs proactively and with transparency with a clear understanding of program-level risk management. Holding team members accountable to provide clear recovery or mitigation plans as needed.
  • Prepare the Financial status for Program from Bid, split the budget per workstream.
  • From the defined budgets, monitors and optimizes (control of costs and consumption, monitoring of budgets, etc.)


Manage Program/Project Team

Review resource capacity planning, analysis, and forecasting. Lead the program teams by establishing actionable deliverables and demonstrable features/capabilities, reports in clear and easy-to-understand formats both internally and externally.

  • Ensure the efficient and productive use of resources and conveys requirements to program members and leadership.
  • Create and distribute reporting, key performance indicators, and service level agreements that provide clear status of program health.
  • Define the approach for continuous improvement including tools, program KPIs, training, communication, operating rhythms, and review cycles


Manage Customer Relationship

Act as the primary internal contact for program activities, leading program review sessions with customer to discuss cost, schedule, quality, and technical performance. Adapt reporting formats and content to fit a wide variety of audiences from senior executives to working-level teams both internally and partner-facing.

Beyond recurring communications (Committees, minutes, etc.) the Program Director must know how to communicate skillfully and finely in complex situations (message sensitive, difficult public, unforeseen situation…)



The main missions of the DP are divided into 3 specialties:


Transition Project Director: Orchestrates and leads the start-up phase and the implementation of a contract of outsourcing.

  • Basic transformation: Implementation of technical elements to allow operations from our service centers (Network, ITSM, supervision tooling)
  • Knowledge transfer phase: Application mapping, collection & referencing of documents necessary for operation, conduct of the projects required to complete the missing elements
  • Implementation of processes: Incident, problem & change, escalation
  • Implementation of service centers: Organization of teams and integration of new technical and business scopes towards these same teams.


Transformation project director: Orchestrates and leads a set of transformation projects:

  • Driven by constraint (Reduction of quantities, diversity, and therefore the complexity) to achieve savings (Consolidation of DC, standardization, …)
  • Oriented "digital transformation" for companies needing to evolve their organization and adapt their operation to the new uses of the digital economy. Dealing with a Digital transformation project is often propose and apply solutions already proven to contexts new or different


Director of project portfolio management: Control of a project portfolio on one or more outsourced accounts (but also MCO type non-project activities. Project portfolio management is organized around the following activities:

  • Standardization and centralization of requests
  • Organization and planning of the activity of the project team.
  • Provision of factual elements facilitating decision-making (prioritization, arbitration, ...)
  • Production of predefined reports (progress dashboard, project, weekly flash report, etc.).
  • Identification of gaps between planning and execution.
  • Budgetary control of the remainder to be done and the acquired value.
  • Possible management of major projects by risks and monitoring of plans associated shares.


The Program Director can be involved in several areas of intervention:

  • Transformation of traditional server infrastructures.
  • Application infrastructure transformations (from mainframe to Cloud), modernization of applications to hybrid Cloud or container type environments.
  • SAP projects.
  • Workstation: Establishment of Service Desk, implementation of "modern" solution management" (Intunes, Workspace One), migration to GSuite /Office environments365, …






  • You have 10 years of experience required around one or more specialties mentioned (transition, transformation, portfolio management) and in one or more areas technologies. At least, you have 5 years of experience in project management.
  • Hold Business and Technical master bachelor’s degree combinations in related field or relevant experience.
  • Refer to the minimum Project Management Seniority Level as outlined by ‘Atos University PM Assessment of PM Career Level and Experience Matrix’ in managing saleable Information Technology project ideally in an Outsourcing implementation within a wide spectrum of Market Segments [Reference: Appendix A - PM Global Career Level and Experience @ Atos University]
  • Must have at least one External Project Management Certification. Basis for all PM to must have knowledge of Project Management Methodology.   PM External Certification (PM/PRINCE2/IPMA) is Atos way of a measure of the PM acquiring the knowledge [Reference: Appendix B - Project Management External Certification]
  • Have SCRUM Master Certification (PSM/PSPO/PSD/SPS/PSK/PAL)
  • Have advanced knowledge of Information Technology Information Library (ITIL) or IT Service Management (ITSM)
  • Have a huge experience on projects tools: financial model, MSProject
  • Excellent knowledge of French and English language
