We have successfully completed the modernization phase of one of our key defense projects and are now launching new work packages under a new contract. To lead this next phase, we are looking for a senior leader with a strong technical background, proven people management experience, and deep exposure to defense industry projects.

As a Digital Operations Manager, you will be responsible for leading large-scale cross-functional teams, ensuring operational excellence, and providing both strategic and technical directions across software delivery in Ankara.

 

Key Responsibilities

 

People & Operational Leadership:

  • Lead and manage large-scale cross-functional teams (software development, testing, and related functions), with 30+ team members.
  • Drive team performance through clear objectives, performance management, and continuous feedback.
  • Manage individual and team-level challenges, including conflict resolution and performance improvement.
  • Build a strong team culture focused on collaboration, accountability, and continuous improvement.
  • Identify talent development, training, and upskilling needs, support career growth through coaching and mentorship.
  • Monitor employee engagement and retention, ensuring high motivation and productivity.
  • Organize and lead regular team meetings and leadership forums.

 

Technical & Strategic Oversight:

  • Provide technical guidance and architectural direction, particularly in .NET and Angular-based solutions.
  • Ensure alignment between technical solutions and business/operational objectives.
  • Oversee software development lifecycle processes in line with industry standards and defense sector requirements.
  • Collaborate closely with stakeholders to translate business needs into scalable technical solutions.
  • Ensure quality, performance, and security standards are met across all digital operations.

 

Required Qualifications & Experience:

  • Bring specific experience in NATO-related defense projects, with knowledge of international defense collaboration standards. Valid NATO project experience and familiarity with multinational defense collaboration frameworks.
  • B.Sc. degree in Computer Engineering, Computer Science, or a related field.
  • 15+ years of experience in software development with strong hands-on technical expertise.
  • Proven leadership experience in managing large-scale cross-functional teams (30+ people).
  • Strong background in defense industry projects.
  • Ability to balance strategic vision with hands-on operational problem solving.
  • Ability to command respect and align diverse teams under a unified direction.
  • Act as a strong people manager who can set clear goals, mentor the team, and foster leadership growth.
  • Demonstrate authority and presence, able to influence and align independent teams with corporate direction.
  • Possess strong technical leadership to prevent operational disruptions and ensure smooth project execution.
  • Solid technical knowledge of:
    • .NET technologies and modern web development
    • Angular and TypeScript
    • RESTful APIs and web services
    • Software architecture, design patterns, and SDLC

 

Nice to Have:

  • Experience with Agile/Scrum methodologies and DevOps practices.
  • Familiarity with enterprise-level systems and complex digital transformations.
  • Experience with defense standards (e.g., IEEE 12207).
  • Valid National Security Clearance (Turkey).
